The Opportunity

The Society of St. Vincent De Paul developed the rear portion of their site located at the corner of West Saanich Road and Quadra Street, in the District of Saanich, to create a shelter for women and families escaping violence and poverty. 

Challenges of the project included ensuring smooth coordination between the various offsite governing authorities, including the Ministry of Transportation and Infrastructure, the District of Saanich, Fortis BC, and BC Hydro.

The Approach

Westbrook Consulting Ltd. was engaged by the Society of St. Vincent de Paul as the civil engineer to design and inspect the relocation of the municipal storm drain (to eliminate trespass on the subject property), grading, provision of site services (including a sanitary lift station), as well as frontage works along West Saanich Road and Quadra Street.

The Result

The development included a 38-unit multi-family residential building and eight townhouses, as well as a new parking area, fire lane, and playground. The project was completed in the spring of 2017.
