Oak Bay High School Replacement Project

The Victoria School District reconstructed Oak Bay High School and associated playing fields to create a safe and modern learning environment. The new facility has has been designed with considerations for all forms of learning and also contains a fine arts facility and neighbourhood learning center. The new Oak Bay High School will service 1,300 students in grades 9 through 12, as well the community through seniors programs, day care and other activities. The school was also designed to LEED Gold standards and in accordance with the Province’s Wood First Act.
Westbrook Consulting was part of the initial Project Definition Report Team assembled for the Oak Bay High School Replacement project. Working with the project architect and the Victoria School District Facilities Coordinator, Westbrook reviewed historic record drawings for the school that was originally constructed in the 1920’s. Westbrook worked with the project team to formulate the conceptual servicing requirements.
Among the challenges of the project was the necessity to strategically construct the new high school, while keeping services active to a portion of the old high school, allowing for classes to proceed without interruption.
Westbrook also participated in a design charrette for the new school that included representatives from the Victoria School District, the design team, the high school faculty, student representatives and interested members of the community.
As a significant local creek (Bowker Creek) was located within the school property, close attention was required for storm water management and disposal. There were also opportunities for streamside enhancement work, funded by the Capital Regional District, that were constructed in conjunction with the school project.
Following the completion of the Project Definition Report, the project was approved for construction. In keeping with the Ministry of Education requirements at the time, the project was constructed with a Design Build method of project delivery and Westbrook Consulting worked as the Owner’s Civil Engineer, formulating project requirements, reviewing Civil Engineering aspects of the submitted Proposals, reviewing construction on behalf of the Owner and reviewing design changes throughout the course of the project.
The project was completed in the summer of 2016.
